The NYAPSA Conference was held in Troy, NY on October 20 and 21. Jamie Carrolo and Rob Cristiano from CT pretrial came to the conference along with Shawn LaGrega and Elizabeth Simoni. Shawn and I had time to talk with Jamie and Bob about the status of preparing for the self audit. We were able to see where they were and answered some questions they had about some Standards requirements.
•With respect to Rights Statements (Standard ____) Jamie and Rob wanted to know what type of documentation best demonstrates that defendants were, in fact, told about their Rights under supervision. Shawn provided them with a copy of the form/signage that is used in Maine. They will bring that back to CT and work further on it.
•We also spoke about how to show that new CT employees are given the personnel file? We are working with them to ensure that staff are required to sign off on each form/policy pertaining to new employment.
•Finally, we spoke about how to draft policy (Standard 2.03) - A written policy is in place that clearly defines the lines of supervision and accountability within the organization. They indicated that there might be times when someone can report to two people. This raises the question about whether there is a clear line of supervision. They will look to construct an organizational chart that show reporting and supervising. This is in tandem with 2.01. This is a mandatory area and cannot be dismissed or avoided.
